In a significant diplomatic development, representatives from the United States, Israel, and Qatar held a high-level trilateral meeting in New York on December 7, 2025. The meeting was a follow-up to the delicate ceasefire deal brokered by Qatar, Egypt, and the U.S. to end the war in Gaza, which erupted in October 2023. This meeting, attended by senior officials including White House envoy Steve Witkoff, Israeli Mossad Chief David Barnea, and a senior Qatari official, was described as the highest-level meeting between the three countries since the ceasefire agreement. It marks a crucial moment in the ongoing negotiations, which are critical for stabilizing the situation in Gaza and moving toward long-term peace.

The trilateral meeting came months after the Israeli airstrike on Doha in September 2025, which targeted Hamas leaders but resulted in the deaths of six individuals. The airstrike caused diplomatic tension between the U.S., Israel, and Qatar, but with the ceasefire still in place, the three nations are now working together to ensure that the peace process remains intact.

Background of the Gaza Ceasefire Agreement

The ceasefire deal that was brokered in October 2025 represented a fragile peace agreement between Israel and Hamas, with Qatar playing a pivotal role as a mediator. The agreement involved multiple stages, with the first phase centered around a reduction in hostilities and the release of hostages held by Hamas. The deal required Palestinian militants to release the remaining 47 captives taken during the October 7, 2023 attack on Israel, which claimed the lives of over 1,000 people. As of now, the majority of the hostages have been freed, except for the body of an Israeli police officer.

The ceasefire has, however, been far from perfect, with both Israel and Hamas accusing each other of breaching its terms. While the first phase saw a reduction in violence, the second phase, which is now on the horizon, will address the more complex issues of disarming Hamas and the gradual withdrawal of Israeli forces from Gaza.

The Trilateral Meeting: A Critical Moment for the Gaza Ceasefire

The meeting in New York was largely focused on the next steps of the ceasefire plan, particularly the upcoming second phase of the agreement. Israeli Prime Minister Benjamin Netanyahu, who met with the leaders of France and Germany in Jerusalem earlier in the week, expressed confidence that the second phase of the ceasefire would begin soon. “We very shortly expect to move into the second phase, which is more difficult,” Netanyahu said during a press briefing.

The second phase will be the most challenging part of the peace process, focusing on the disarmament of Hamas, the complete withdrawal of Israeli forces, and the establishment of a transitional authority to oversee Gaza’s reconstruction. Netanyahu acknowledged the difficulty of this stage, emphasizing that it would require careful coordination and cooperation between all parties involved. “We have a second phase, no less daunting, and that is to achieve the disarmament of Hamas and the demilitarization of Gaza,” he said.

Security Guarantees and the Role of International Forces

As part of the broader ceasefire framework, the second phase also calls for the deployment of an international stabilization force to oversee the transition and ensure that the peace agreement is upheld. Qatar, along with Egypt, has called for the withdrawal of Israeli troops and the establishment of a neutral, international force to oversee the situation in Gaza. The international presence would help monitor the disarmament process and ensure that Hamas does not rearm or use the territory for future attacks.

Qatar’s role in the peace process remains crucial, as it continues to serve as a key mediator between the warring sides. During the New York meeting, Qatari officials reiterated their commitment to supporting the peace process and ensuring that the fragile ceasefire remains intact. The Qatari government, led by Prime Minister Sheikh Mohammed bin Abdulrahman Al Thani, has been a strong advocate for the protection of Gaza’s civilians and the rebuilding of the region, which has been devastated by years of conflict.

The Challenges Ahead: Political and Military Obstacles

The path forward remains fraught with challenges, particularly regarding the future status of Gaza and the security concerns of both Israel and Hamas. One of the key sticking points in the peace negotiations is the question of Gaza’s political and military future. Netanyahu has repeatedly stated that Israel’s primary goal is to ensure that Hamas is disarmed and unable to carry out attacks on Israeli soil. However, Hamas, which has controlled Gaza for nearly 15 years, is unlikely to agree to its own disarmament without significant guarantees from Israel regarding Palestinian sovereignty and autonomy.

Furthermore, the international community remains divided on the role of foreign forces in Gaza. While the United States and European powers have supported the idea of a multinational force to oversee the peace process, some regional actors, including Turkey and Iran, have expressed opposition to foreign intervention in Gaza. The challenge, therefore, is to find a balanced solution that satisfies both Israel’s security concerns and the political aspirations of the Palestinian people.

Macron, Starmer, and Merz Show European Support for the Ceasefire

European leaders, including French President Emmanuel Macron, German Chancellor Friedrich Merz, and British Prime Minister Keir Starmer, have expressed strong support for the ceasefire and the peace process. Macron, in particular, has been vocal about the need for robust security guarantees for Gaza and the importance of maintaining Europe’s unity in backing Ukraine and Israel. “We are preparing robust security guarantees and measures for Ukraine’s reconstruction,” Macron wrote on X after his meeting with Zelensky in London earlier this month.

The European Union has also been actively involved in the diplomatic efforts surrounding Gaza, with leaders like Ursula von der Leyen, President of the European Commission, reiterating the EU’s “ironclad” commitment to supporting Ukraine and Israel. Von der Leyen has emphasized that Ukraine’s security and sovereignty must be guaranteed in the long term, as the EU works alongside the United States to address security concerns and rebuild the region.

A Fragile Peace, But Hope for the Future

As of December 2025, the situation in Gaza remains fragile, with both Israeli and Palestinian forces eyeing the next phase of the ceasefire. The international community’s efforts to implement a peaceful solution are ongoing, but the path forward will require careful diplomacy and concerted action from all sides involved. With the support of Qatar, the U.S., and European powers, there is hope that a lasting peace agreement can be achieved, but the stakes remain high.

The trilateral meeting in New York between the U.S., Israel, and Qatar underscores the critical importance of international cooperation in ending the war in Gaza. As Netanyahu, Macron, and Starmer continue to advocate for a just and lasting peace, the international community must work together to ensure that the lessons of the past are not repeated, and that the lives of countless civilians are no longer disrupted by the devastating effects of this long-standing conflict.
